The Development Tour is the youth circuit of the PDC. This tour is open to players between the ages of 16 and 23, provided they are not within the top 32 of the world ranking on January 2, 2018.

The players who fall within the age category, but also in the top-32 of the world rankings, are allowed to participate in the World Youth Championship. A total of twenty Development Tour tournaments will be played this season.

On the basis of these events, a ranking is formed, of which the top-48 will participate in the World Youth Championship at the end of the year. The PDC also invites sixteen International Qualifiers for the final tournament. The finalists of the PDC World Youth Championship will also receive an invitation for the Grand Slam of Darts 2019.

The number one and two of the Development Tour Order or Merit will be offered a PDC Tour Card at the end of the season for the two following seasons. The number one will also receive an invitation to participate in the 2018/19 World Championships. The numbers three up to and including eight are free to participate in the Q-School 2019.
