Soutar came from two sets and two legs down surviving an astonishing eight match darts before taking out 144 to claim victory 3-2.
Suljovic took the opening set with a 113 checkout en route after Soutar was made to rue two missed darts to make it 2-0.
He looked to be on his way to victory with Soutar's doubling sat on 12.5% and Suljovic claiming the second set 3-0.
But after surviving multiple match darts, Soutar came back from 2-0 down to snatch the third set 3-2 to keep the match alive.
More and more match darts came and went for Suljovic with Soutar taking out 66 in the deciding leg and making it 2-2.
He sent it all the way to a tie break but Soutar started to miss match darts before holding throw to make it 5-4 and forcing Suljovic to make it sudden death.
