The many cancellations for the 2022 European Tour tournaments was a thorn in the PDC's side. Therefore, they have taken some measures to prevent a field of participants consisting of fewer than 48 players.
Before each Euro Tour tournament, a qualifying tournament will be played where 24 Tour Card holders can force placement. The 24 losers of the final round - ranked according to their Pro Tour ranking - will form the reserve list as of the start of the European Tour 2023. If any cancellations are known before the draw, the highest-placed player will move in.

If there is a cancellation after the draw has been completed, a losing finalist from the Host Nation Qualifier tournament will enter as a reserve player. The losers of the final round during the Host Nation Qualifier will be ranked according to their tournament average during the qualifying tournament. The player with the highest tournament average will then be the first reserve after the draw.
To try to prevent players from opting out of Euro Tour tournaments, the PDC has also thrown up the penalties. For a first cancellation, the player concerned will be fined £1,000. For the second offence, the canceller has to pay £2,000. A third cancellation will cost a player £3000.
